Paid parking in St Petersburg: 100 to 360 roubles an hour and the 15-minute trap

The most expensive mistake drivers make in central St Petersburg is not parking in the wrong place. It is paying too late. The city rules give you 15 minutes to pay after you occupy a space, and if the money arrives on minute seventeen, the parking counts as unpaid — even though your receipt says otherwise. The fine is 3,000 roubles, and the usual 25% early-payment discount does not apply to this offence.

Where paid parking actually applies

According to the city parking authority, the paid zone now covers 652 streets across four districts — Tsentralny, Admiralteysky, Petrogradsky and Vasileostrovsky — split into 22 numbered parking zones. The same four districts were named by the city Tariff Committee when the new pricing system was announced. You cannot tell the border by looking at a street: quiet lanes without a visible parking meter are often inside the zone. The only reliable sources are the road signs and the map in the official "Парковки Санкт-Петербурга" app.

The zone number matters in practice. If you pay by SMS or at a meter and enter the number of the neighbouring zone, the system treats your parking as unpaid.

How the zone grew

A demonstration zone appeared on Karavannaya and Italyanskaya streets in September 2014. The pilot zone — 27 streets in the Tsentralny district — started on 3 September 2015. Rubinshteyna street joined in December 2020, the city published expansion lists for 2021 and 2022, and by 2025 paid parking had reached the Admiralteysky, Petrogradsky and Vasileostrovsky districts. The practical takeaway: a street that was free on your last visit may be chargeable now.

Hours and prices

Parking is charged every day from 08:00 to 20:00, weekends and public holidays included. From 20:01 to 07:59 it is free for every vehicle category. Since 15 October 2025 the flat rate of 100 roubles per hour has been replaced by demand-based pricing: passenger cars (category B) cost from 100 to 360 roubles per hour, motorcycles and mopeds from 50 to 180 roubles, other categories from 200 to 720 roubles. From the second hour, per-minute payment is possible — between 1.67 and 6 roubles per minute for a car.

Because the price depends on how busy a particular street is, checking the app beats guessing. Rates are also revised: in 2026 the city raised prices on several stretches.

Fifteen minutes, ten minutes, 3,000 roubles

Two time limits cause most fines. You must pay within 15 minutes of parking, and you must leave within 10 minutes after your paid time expires. Paying less than the tariff requires is also a violation. The penalty of 3,000 roubles is set by article 37-2 of St Petersburg law No. 273-70, and enforcement is automated: camera cars drive along the zone, read plates and compare timestamps with the payment database. Keep your receipt and payment history if you plan to appeal.

Where parking is still free

Nights (20:01–07:59) are free for everyone. Under federal law, 10% of spaces inside the zone are reserved for drivers with disabilities of groups I, II and III and for those transporting them, free of charge with a registered permit. And everything outside the four districts remains free — which is why leaving the car in a residential area and taking the metro is often the cheapest plan. Resident permits

Residents registered inside the zone can buy an annual permit. The old rate was 1,800 roubles a year; under the new system the permit for the most common vehicle category B is set at 2,640 roubles a year, and permits bought earlier remain valid on their original terms until they expire. The permit is not a sticker or a piece of paper: your plate number is entered into the city register of parking permits, and cameras check it there. Free permits exist for several protected categories, including WWII veterans and holders of the "Resident of Besieged Leningrad" badge who live inside the zone.
