A typical St Petersburg mistake: you rent a car-sharing vehicle, drive out to the Gulf coast, and discover in the evening that you cannot end the rental there — the drop-off zone stops well before the beach. The app offers two options: drive back, or leave the car "on hold" and keep paying by the minute until somebody else books it. Nothing dramatic, but the two-hour trip becomes a five-hour bill. Here is how the city's car-sharing services actually work, based on their own official rules.
Who operates in the city
Three major operators run minute-based rentals in St Petersburg: Yandex Drive, Delimobil and Citydrive. Yandex Drive lists the city in its support documentation, Delimobil maintains a St Petersburg help section with a local accident procedure, and Citydrive publishes separate tariff and coverage pages for the city.
Age and driving experience
The entry threshold is low. Delimobil states that you can register from the age of 18, immediately after receiving a category B licence. Citydrive says the same and adds that drivers under 20, or with less than a year of experience, may only use its Econom and Comfort classes and face a higher coefficient in its reputation system. Yandex Drive also requires 18 years and a category B licence — but its "Special" cars need drivers aged 26 or older with six years of experience, and models such as Mercedes, Tank or Hongqi additionally require an active account, more than 30 km driven with the service and a driving-profile rating of 42 or higher.
Foreign driving licences
Delimobil accepts a foreign passport or ID card (or a temporary residence permit together with a foreign passport) plus a Russian, foreign or international driving licence. The key condition is that the licence must comply with the Vienna Convention: the main fields must be duplicated in Latin script. If they are not, you need a notarised translation and should carry it with you. The service warns bluntly that if the traffic police declare the licence invalid, you pay both the fine and the towing — the same pound procedure we describe in our guide to recovering a towed car.
Zones: where you may drive and where you may stop
Every operator has two different zones, and confusing them costs money. Delimobil describes a driving zone (you may not leave it) and a drop-off zone, marked with separate colours, where the rental can be finished. Blue, purple and black drop-off zones carry a surcharge; Citydrive charges extra in purple zones and nothing in green ones. Yandex Drive forbids finishing a rental in places prohibited by traffic rules, where parking is time-limited or restricted to odd and even days, on private, underground, covered or multi-storey car parks, behind barriers — and, notably, anywhere without mobile internet coverage.
Good news for the centre: on-street municipal parking is covered by the operators. Yandex Drive pays for open barrier-free city parking in St Petersburg (with a few exceptions such as Mercedes E200D, TANK 300, TANK 500, Hongqi H5 and Sollers Atlant); Delimobil says its cars may park free on paid city parking inside the driving and drop-off zones. Leningrad region: you can go, but not leave the car
Yandex Drive allows driving across Moscow, the Moscow region, St Petersburg, the Leningrad region and parts of other regions. Citydrive sets the usage radius at 250 km from the ring road, with drop-off available across most of the city and a few areas beyond it. In practice this means you can reach Vyborg or Priozersk, but you cannot end the rental there — you either drive back or pay the waiting tariff all day. If you crash
Do not use the simplified European accident report. Yandex Drive states that its insurance is void if you skip any step of its procedure: leave the car in place, switch on hazard lights, set the warning triangle, call 102 or 112, refuse a self-reported accident form and say you are a renter, then call support (+7 812 389-68-66) and send photographs of every side of the car. Delimobil's St Petersburg instruction adds the distances for the warning triangle — 15 metres in town, 40 metres outside it — and the number to call if anyone is injured (103).
Financially, Yandex Drive's St Petersburg insurance page is explicit: if you are at fault, or the guilty party is not identified, you pay the damage caused when it does not exceed 225,000 roubles, and exactly 225,000 roubles when it does (500,000 for Tank 300, Tank 500, Mercedes E200 and Hongqi H5). Its "Full calm" option costs 30% of the trip price and removes that liability when the case is filed correctly. Delimobil sells a similar add-on: +30% of the rental price covers repairs fully for its Econom, Comfort and Cargo classes, while beginners with less than a year of experience get half the repair covered.
Fines
Camera fines are issued to the vehicle: the operator pays them within the discount period where one exists and charges your card. Repeat offences have no discount period — and that includes violations committed by previous drivers of the same car. Fines handed to you personally by an inspector are yours to pay and do not appear in the trip history. And if a rented car is towed from a spot where parking is prohibited, Yandex Drive warns you will pay two fines.
