Food Poisoning in St Petersburg: Where to Go and How to Get Your Money Back

Food poisoning on a trip is twice as unsettling: an unfamiliar city, an unfamiliar clinic, and no idea whom to call. The good news is that emergency care in Russia is given regardless of your paperwork, and Russian residents are covered anywhere in the country whatever region issued their insurance. Here is how the system works, what to keep for a complaint against the restaurant, and how to get your money back.

When to call an ambulance

Poisoning is explicitly listed among the conditions that ambulance services respond to, under the procedure approved by Order No. 388n of the Russian Ministry of Health of 20 June 2013. The service works in two forms, and the difference decides how fast a crew arrives.

• Emergency form — sudden conditions that threaten life. The crew must reach the patient within 20 minutes of the call.
• Urgent form — acute conditions without clear signs of a threat to life. A crew still comes, but not as fast.

Dial 103 from a mobile, or 112, the single emergency number. Both are free and work with no credit on the phone. Operators generally speak Russian, so if your Russian is thin, ask someone at your hotel or restaurant to make the call, or use a translation app: say what you ate, when symptoms started, and how you feel now. City insurance rules state plainly that when a condition threatens life, examination and treatment take place where the patient is — not where they are registered.

If you are a foreign visitor

Emergency care in a life-threatening situation cannot be refused: Article 11 of the Russian law on the fundamentals of health protection is titled precisely "Inadmissibility of refusing medical care". Everything beyond that emergency is paid for foreigners — either by your travel insurance or out of pocket at a private clinic. Two practical rules: call your insurer's hotline before you go to a clinic, otherwise reimbursement may be refused, and keep every receipt and medical paper you are given. In a difficult situation your consulate can suggest clinics and help contact your family.

Pharmacies are easy to find and many in the centre are open around the clock, but a pharmacist is not a doctor and most medicines here need a prescription. If you feel genuinely unwell, see a doctor rather than guess at the counter.

Russian insurance from another region

Article 16 of Federal Law No. 326-FZ of 29 November 2010 gives insured people the right to free medical care anywhere in Russia under the basic compulsory insurance programme. The wider regional programme applies only in the region that issued the policy. Since December 2022 the policy itself is an electronic record in a national register, so a passport is enough to be found in the system. For a longer stay you may register with a local clinic at your actual address, and it cannot refuse you.

What to keep for a complaint

A claim against a restaurant stands on evidence, and it has to be gathered in the first hours: the receipt, paper or in your banking app; any leftovers, kept in a fridge rather than thrown away; photos of the dish and the menu; and above all medical documents — the note from the admissions department, the discharge summary, the ambulance record. Without those, linking your lunch to your condition is nearly impossible. Keep receipts for medicines too, and for extra nights and taxis if you had to stay on.

If several people in your group fell ill after the same place, write it down for each of them. A group case carries far more weight with inspectors and in court.

Complaining to the consumer watchdog

Rospotrebnadzor, the consumer protection and public health service, inspects the venue and fines it for sanitary violations — it does not return your money. Its inspection report, though, becomes strong evidence if you later claim compensation. The St Petersburg office is at 19 Stremyannaya Street and takes complaints by post; since 2025 online submissions require an account on the state services portal, which foreign visitors normally do not have — post or a walk-in is the realistic route. Getting money back

Start with a written claim to the restaurant: what you ate and when, what happened, copies of the receipt and medical papers, and a clear demand to refund the meal and cover treatment costs. Russian consumer law covers liability for harm caused by a defective service (Article 14), compensation for moral damage (Article 15) and court protection (Article 17). If the venue refuses or stays silent, the next step is court, where the inspection report and your documents do the work. The amount of moral damages is set by the judge, so no honest lawyer will promise a figure in advance.
