A Child Travelling Abroad from Saint Petersburg: Documents with One Parent, with a Grandparent and Alone — Pulkovo and the Land Border

The most common reason a family is turned back at passport control is not the visa or the tickets but the child's paperwork: the wrong set of documents, an expired children's passport, or an exit ban the other parent never mentioned. The rules for minors leaving Russia are set out in Articles 20 and 21 of the federal law on the procedure for exiting and entering the Russian Federation, and Article 20 has applied in a new wording since 20 January 2026. Here is what a child needs when flying with one parent, travelling with a grandparent or coach, flying alone, and what has changed for Saint Petersburg now that the land border with Finland is closed.

The basic set

• The child's own passport. Children entered in a parent's passport have not been able to travel since 2010. Russian children's passports of the old type are valid for five years and run out unnoticed; many countries also want three or six months of validity after the trip.
• Birth certificate. Russian law does not list it as a border document, but it is the only proof that you are the parent, especially when surnames differ. Carry the original or a notarised copy, plus a translation if the destination asks for one.
• Visa and whatever the destination requires: accommodation booking, return tickets, insurance. Those are the receiving country's rules, not Russia's.

With one parent: no consent from the other is needed

Article 20, as worded since 20 January 2026, says it plainly: a minor may leave Russia together with one of their legal representatives unless the other legal representative has filed a statement of objection. Russian border guards do not ask for a power of attorney from the second parent, neither at Pulkovo nor at a land crossing. This applies to parents, adoptive parents and guardians.

Leaving Russia and entering another country are two different procedures. For a Schengen visa for a child most consulates require notarised consent from the second parent, and some want cross-consents from both regardless of who travels, as the Federal Notary Chamber of Russia warns. Check the consulate's list first, then see the notary, then buy tickets.

With a grandparent or coach: notarised consent

If a child leaves without legal representatives, Article 20 requires, in addition to the passport, notarised consent from one of the legal representatives. One, not both. Under the new wording the consent may state the period of travel and the countries to be visited; this used to be mandatory and is now up to the parent. Notaries advise stating both and not issuing "any country, ten years" consents: those are a regular cause of visa refusals. A sensible format is the trip dates with a few days' margin, the list of countries, and for Schengen a clause covering any Schengen state. Naming the accompanying adult helps with consulates. Check every letter of the names and the passport numbers before you leave the notary's office.

A child flying alone

Legally it is the same case as travelling with a grandparent: passport plus notarised consent from one parent. Then the airline's rules begin. Pulkovo Airport reminds parents of children aged 5 to 14 who fly without an adult to contact the airline in advance to learn the rules and complete the paperwork. Each carrier has its own unaccompanied-minor service, age thresholds and fees, so check the airline's website when buying the ticket, not on the day of departure. The person meeting the child is named in the documents in advance and must bring their passport.

Exit bans: check before you book

Under Article 21 either legal representative may file a statement of objection to the child's travel abroad. The procedure is set by Order No. 651 of the Russian Ministry of Internal Affairs of 31 August 2021, as amended in 2024: the statement is filed in person at a migration unit of the ministry and may specify a period and particular countries. Three points matter. The ban does not apply when the child travels with the very parent who filed it. The statement can be withdrawn without going to court, while a dispute between parents is resolved only by a court. Families usually learn about a ban at passport control; to find out in advance, ask the migration unit at your place of residence in writing, ideally a month before the trip.

Pulkovo or overland

For a Saint Petersburg family the main route abroad is now the plane. Passport control at Pulkovo is standard: keep the child's passport, the consent and the birth certificate in your hand, not in the suitcase. For an early flight, count the time honestly: the road to the airport, check-in, screening with a stroller and the border queue take longer than they look, and a night near the airport or an early transfer from the centre is often calmer than a four o'clock alarm. Overland options have narrowed. The crossings on the Finnish border have been closed since December 2023, and on 4 June 2026 the Finnish government extended the closure until further notice. With Estonia, the Narva–Ivangorod crossing is open to pedestrians only and only in daytime: from 15 June 2026, 7:00 to 19:00, according to the Estonian Police and Border Guard Board; cars use Koidula and Luhamaa in the same hours. Add to that the restrictions both countries have applied since autumn 2022 on entry by Russian citizens with tourist visas, and check the entry conditions on the consulate's website before buying anything. The child's documents at a land border are the same as at the airport.

Mixed and foreign families

Articles 20 and 21 concern children who are Russian citizens, including dual nationals leaving on a Russian passport. A child who is a foreign citizen leaves Russia under the rules of their own passport and visa; Russia does not require parental consent from them, but their home country or the destination may. If a child holds two passports, decide in advance which one is used at each border and carry both.
