Phone stolen in Saint Petersburg: what to do in the first hours

A stolen phone is not just a lost device — it is your phone number, and your bank, your Gosuslugi account and your email are tied to it. So the right order is the opposite of the instinctive one: cut off access first, look for the device second, go to the police third. Here is the sequence, with the law behind it and the Petersburg specifics.

The first fifteen minutes

While the SIM card works, confirmation codes keep arriving on it. That is the real risk, not the price of the handset.

Find and lock the device

On an iPhone that is Find My: sign in to iCloud from any device and switch on Lost Mode. The phone locks, your message appears on the screen and the cards in the wallet are suspended. On Android the Find My Device service in your Google account does the same, and can erase the phone remotely.

Do not go to the map pin yourself. The dot shows a neighbourhood, not a flat, and turning up for your phone at a stranger's door trades a theft for something worse. Give the address and a screenshot to the police instead. Erase the device remotely only once you have accepted losing it: after wiping, location tracking stops.

Reporting to the police

Dial 102 or 112. A report is accepted at any police station, not only the one covering the place of the theft.

Article 141 of the Criminal Procedure Code allows a report to be made orally or in writing. An oral report is entered in a record signed by you and by the officer who took it. You are warned about liability for knowingly false denunciation under article 306 of the Criminal Code — routine procedure, not suspicion of you.

Do not leave without the receipt. Part 4 of article 144 requires that the person reporting a crime be given a document confirming acceptance, showing who took it and the date and time. In practice this is a numbered slip, and without it the report is impossible to trace later.

How long the decision takes

Under part 1 of article 144, a decision must be taken within three days of the report. It may be extended to 10 days on a reasoned application, and where examinations or operational measures are needed, to 30 days, with the specific grounds stated. "Wait, we will answer some day" is not what the law provides for.

Stolen, or simply left behind

The distinction matters. Lifted from a pocket in a crowd on Nevsky or in a carriage is theft under article 158 of the Criminal Code, and the procedure above applies. Left on a seat or a bench is not theft, and the place to look is lost property, not the police. We cover that separately in our guide to lost property in the Petersburg metro. If in doubt, start with lost property — that is resolved in a day, and a police report can still be filed later.

Where thefts happen in Petersburg

Pickpocketing means crowds and crush, not dark alleys. In Petersburg that is Nevsky in the evening, metro carriages at interchange stations in rush hour, escalators, the ticket queues at popular museums, the embankments during the white nights, and any large event. A phone in a back pocket and an open shoulder bag account for half the cases.

One local circumstance deserves its own line: the bridge openings. At night a crowd gathers on the embankments, everyone stands with a raised phone watching the river rather than their pockets. What does not work

Special cases

eSIM. Blocked the same way, by calling the operator; reissue is done online and needs access to your account rather than to the handset.

Stolen at Pulkovo or on a train. The airport has a transport police unit, and so do the mainline stations. Reporting there is faster than looking for a district station in the city; say if your flight is soon and they will send you a copy.

You are not a resident. A report cannot be refused because you are a visitor or because the theft happened in another district. The file is passed on by territory, and the receipt stays with you.
