Short answer: in winter be at the Pulkovo check-in desks 2.5 to 3 hours before departure, not two. The airport recommends at least two hours, and on a calm autumn day that is plenty. In a snowstorm you also inherit a jammed Pulkovskoye Shosse, a queue at entrance screening, and de-icing of your aircraft.
One number does not move: check-in at Pulkovo closes no later than 40 minutes before departure. That is the airport's own rule, and it applies in July and in a blizzard alike. Boarding closes even earlier — the exact time is set by the airline and printed on your boarding pass together with the gate number.
Budget three separate blocks of time
Most people who miss a flight counted only the drive. Count three stretches instead, and in winter all three stretch further.
- Getting there. Forty minutes from the centre in summer, up to 90 minutes in heavy snow. There is one interchange serving the airport and no realistic way around it.
- Entrance to desk. Security screening at the terminal door, finding your airline, bag drop: 20 to 30 minutes normally, twice that on a day with backed-up delayed flights.
- Desk to gate. Screening, passport control on international routes, and the walk: allow 30 minutes at least.
Add it up and you get roughly three hours door to gate. Leave the city centre 3.5 hours before a domestic flight and 4 hours before an international one.
Getting to the airport when it snows
Buses are the predictable option. Route 39 runs from Moskovskaya metro with all stops, every 5 to 7 minutes, from 05:15 to 01:36. The express 39E runs every 13 to 20 minutes from 06:00 to 01:40. Route 82E connects the airport with Prospekt Veteranov metro every 15 minutes, 06:00 to 01:40. A single ticket on any of them costs 88 roubles; with a Podorozhnik travel card a surface-transport ride costs 65 roubles in 2026. Taxis cost more in a storm and do not move faster. If you drive, note the kerbside rule: 15 free minutes, no more than once every 30 minutes, after which the transit-zone tariff of 2,000 roubles per half hour applies. Parking as of October 2026: P1 costs 1,100 roubles an hour or 2,100 a day; P2 charges 450 roubles per 30 minutes; long-stay P4 is 1,100 roubles for the first day, then 900, 800 and 700 per day, a 10–12 minute walk away.
